This decision, announced by Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, forms part of a vision to modernise the labour market and adapt to new global dynamics.

Whilst the Remote working has become the norm in many advanced economies, the Emirates are seeking to adopt more flexible practices for their public administrations. This reform is aimed not only at improving employee productivity and efficiency, but also to attract international talent and to promote a better work-life balance.

A strategic reform to modernise the civil service

The introduction of the international remote working marks a new stage in the transformation of the the public sector in the United Arab Emirates. This programme is part of a commitment to to improve the efficiency of government services, by enabling staff to carry out their tasks without being physically present in the UAE.

This reform is based on several key objectives:

Making the public sector more attractive by offering employees greater flexibility.

Encouraging innovation and excellence by recruiting talent from around the world.

Improving employees’ quality of life, by offering them greater geographical freedom.

Reducing operating costs relating to government infrastructure and office space.

This new approach draws inspiration from models already in place in countries such as the United States, Portugal, Spain, Norway, Taiwan and Turkey, where remote working has proved its effectiveness in the public sector.

A direct impact on mobility and urban traffic

In addition to the professional and financial benefits, this initiative will also have a positive impact on urban mobility. In November 2024, a a study carried out by the Government of Dubai and the Roads and Transport Authority (RTA) revealed that working from home and flexible working hours could significantly reduce traffic congestion during rush hour.

Indeed, by reducing the number of workers who have to commute to the office every day, this policy could:

Relieving congestion on key roads, notably Sheikh Zayed Road and Al Khail Road.

Reducing the carbon footprint, by reducing fuel consumption and CO₂ emissions.

Optimising the use of public transport infrastructure, by balancing demand across different time slots.

This reform is therefore part of a smart urban planning approach, aimed at improving traffic flow and enhancing residents’ quality of life.

A vision aligned with the national investment strategy

This new measure was announced at a ministerial meeting at Qasr Al Watan, Abu Dhabi, where the UAE government has also approved a national investment strategy for the next six years. This strategy comprises:

International strategic partnerships to make the country more attractive to foreign investors.

Reforms in the fields of health and social affairs, to improve the well-being of residents and staff.

The adoption of flexible economic policies, to boost the UAE’s competitiveness on the global stage.

The implementation of the international remote working in the public sector is therefore part of a vision a comprehensive and coherent strategy for modernising the economy and the labour market.

Towards a more flexible and connected public administration

The United Arab Emirates has always been at the forefront of innovation and digital transformation. With this new initiative, the country is leading the way on flexible working in the public sector, a sector that is often more rigid than the private sector.

By adopting hybrid and remote working policies, the UAE reaffirms its commitment to rethinking traditional models of human resources management and adapt to the new realities of the international labour market.

This reform could also to set an example to other nations, by demonstrating that flexibility does not compromise efficiency, but may, on the contrary, boost staff productivity and wellbeing.

Conclusion: A new era for public sector employment in the Emirates

With the introduction of the remote working from abroad, the United Arab Emirates is opening a a new chapter in the modernisation of the public sector. This reform, which is both innovative and strategic, aims to to attract the best talent, optimise the efficiency of government services and improve employees’ quality of life.

By reducing commuting, by offering greater freedom for employees and in incorporating international best practice, Dubai and Abu Dhabi are once again establishing themselves as leaders in innovation in the world of work.

This initiative marks a major step towards a more connected, agile and forward-looking administration, confirming the role of the Emirates as pioneers of modern labour policies.

Dans une initiative sans précédent, les Émirats arabes unis (EAU) ont annoncé une nouvelle mesure permettant aux employés du secteur public de travailler à distance depuis l’étranger.
