An unprecedented influx of high net worth individuals into the Emirates

The year 2025 marks a major turning point for Dubai, which is now establishing itself as one of the world’s leading havens for billionaires and ultra-high-net-worth individuals (UHNWIs). According to the latest estimates, nearly 10,000 high-net-worth individuals are expected to arrive in the United Arab Emirates this year, confirming a trend that has been observed for several years.

Its appeal rests on several solid pillars. Firstly, the’tax environment remains one of the most attractive in the world, with virtually no personal income tax and policies favourable to international businesses. Furthermore, the internal security is a major asset. In a sometimes uncertain geopolitical climate, Dubai offers a level of stability that reassures the ultra-wealthy. Finally, the ultra-luxurious lifestyle The offering from the emirate appeals to an international clientele seeking exclusivity, comfort and personalised services.

This influx of billionaires also reflects a shift in priorities: beyond simply a second home, many see Dubai as a new business and year-round community centre, where business, family and leisure come together in a hyper-connected environment.

A booming property market

The property sector illustrates this phenomenon perfectly. During the first half of 2025, Dubai recorded 91,897 residential sales, that is to say, a an increase of +21 % compared with the same period in 2024. These figures reflect sustained demand, driven by both affluent expatriates and some of the world’s wealthiest newcomers.

Iconic neighbourhoods such as Palm Jumeirah, Jumeirah Bay Island, Downtown Dubai or Emirates Hills account for a significant proportion of these transactions. They are attractive due to their exclusive locations, their proximity to business centres and their range of prestigious properties. Furthermore, the new-build market is appealing because of its large-scale, state-of-the-art programmes, comprising designer villas, luxury apartments with hotel-style services and residences equipped with facilities on a par with the finest resorts.

Apart from that, the second-hand market is also benefiting from this boom. Property owners are realising spectacular capital gains, confirming the profitability of property investment in the emirate.

Record-breaking deals in the ultra-luxury sector

Within the global market, the ultra-premium segment is particularly noteworthy. Unprecedented transactions have been recorded, with villas costing up to 425 million AED and some penthouses costing more than 280 million AED. These figures, on a par with those of the world’s leading capitals such as London and New York, now place Dubai at the heart of the an exclusive club of the world’s elite property markets.

This dynamism is based on a two-pronged approach. On the one hand, the scarcity of exceptional properties in certain island or coastal areas creates a upward pressure on prices. On the other hand, the desire of many buyers to settle down with their families in Dubai or to establish a long-term base there is leading to a sustained and stable demand.

Developers are responding to this trend by launching ever more ambitious projects, combining avant-garde architecture, sustainable technologies and bespoke services. Luxury property is no longer a niche market but a key driver of market growth.

An ecosystem designed to appeal to the global elite

Dubai is not only appealing for its property market, but for its highly connected ecosystem. The emirate offers exclusive access to unique facilities:

  • some international schools of a very high standard, suitable for expatriate families,
  • some world-renowned private clinics and hospitals,
  • some international financial centres simplifying wealth management,
  • some yacht harbours and exclusive marinas For yachting enthusiasts,
  • a thriving cultural and sporting scene, with regular world-class events.

The presence of’Emirates Airline and one of the world’s busiest airports further enhances its appeal by offering direct connections to all major capital cities. This combination of quality of life, safety and accessibility places Dubai in a a category unique in the world, where luxury and practicality go hand in hand in everyday life.

Conclusion: Dubai, the capital of mobile wealth

With nearly 10,000 high-net-worth individuals expected by 2025, some record property sales and with a booming ultra-luxury market, Dubai is cementing its status as the world capital of mobile wealth. The emirate is no longer just an economic hub; it has become a strategic life goal for the international elite.

Stability, innovation and quality of life form a winning trio that continues to attract investors and the wealthiest families. By 2030, Dubai could well establish itself as the world’s leading hub for high net worth individuals, rivalling New York, London or Singapore, but with an identity that is resolutely forward-looking.
