That’s a valid question, and it’s worth taking a closer look at. Gambling are prohibited for United Arab Emirates… at least for the time being.

In Dubai, gambling has long been prohibited, in accordance with Muslim traditions deeply ingrained. The government therefore bans traditional forms of gambling, such as those found in Las Vegas. There aren’t any proper casinos in Dubai at the moment. But… things are slowly moving forward!

In 2023, the Emirates set up a special authority to to regulate gambling. This shows that they are thinking about to legalise certain types of gambling, in very specific areas.

Even today, gambling at a casino in Dubai is not permitted. But things could change. Plans for resorts with games could emerge in the coming years.


Alternatives to land-based casinos

Here are some alternatives to land-based casinos which you can experience in Dubai. They’re legal, fun, and sometimes just as exciting as a real casino.

1. Horse and camel races

It’s a classic activity in Dubai. Horse and camel races are very popular and steeped in tradition. Both types of race offer thrills, culture and entertainment, without breaking the law.

a. Horse racing

The races take place at Meydan Racecourse, a magnificent and ultra-modern venue. It is one of the world’s largest racecourses, complete with a hotel and a museum!

Every year, Dubai organises the Dubai World Cup, a prestigious race with millions of dollars at stake. It is a prestigious event, attracting guests from all over the world and boasting an extraordinary atmosphere.

Even if you don’t place any bets, you can still go along to admire the horses, soak up the atmosphere and enjoy the spectacle.

b. Camel races

These more traditional races are a real part of the local heritage. They take place in places such as Al Marmoom Camel Racetrack, right in the middle of the desert.

Camels are managed by robot jockeys remote-controlled. It’s fascinating to watch and very modern, despite its traditional origins.

Families gather there at the crack of dawn to share a unique experience that blends tradition and modernity.

2. Luxury hotels with a casino atmosphere

Even no gambling, some luxury hotels in Dubai offer a a casino-like atmosphere. Glittering lights, sumptuous décor, stylish bars… It’s all there, except for the slot machines!

  • Atlantis The Palm : An incredible hotel, built on an island shaped like a palm tree. The interior is like something out of a film set: gilded details, fountains, subdued lighting… There’s even a giant aquarium and a water park!
  • Caesars Palace Bluewaters Dubai : Yes, just like in Las Vegas! But there’s no gambling here. The atmosphere is very festive, with shows, concerts and restaurants run by Michelin-starred chefs.
  • Burj Al Arab Jumeirah : It is one of the most luxurious hotels in the world. The lobby makes you feel as though you are in a palace. In the evening, the hushed atmosphere is reminiscent of that of the grand casinos.
  • FIVE Palm Jumeirah : A trendy, youthful, party-oriented hotel. Swimming pools, DJs, lounge bars… The atmosphere is as lively as in a modern casino.
  • Palazzo Versace Dubai : A regal setting, chandeliers, marble and five-star service. The evenings here are elegant, sometimes featuring live music and performances.

These hotels transport you to a world of luxury, glamour and celebration, without ever crossing the line.

3. Private clubs

In Dubai, private clubs offer an exclusive experience, often reserved for members. It’s elegant and cosy, but the atmosphere can also become very lively, just like in the big casinos.

  • Soho Garden : A trendy venue with live music, international DJs and a lively atmosphere. It’s a restaurant, a lounge and an open-air club all in one.
  • The Arts Club Dubai : An elegant members-only club. It hosts art exhibitions, concerts and serves fine dining… It’s a very exclusive venue, inspired by London.
  • The Secret Room : An ultra-VIP club, tucked away beneath the Five Palm Jumeirah hotel. You sometimes need a code or a fingerprint to get in. The atmosphere is very luxurious.
  • White Dubai (replaced by Terra Solis) : It was one of Dubai’s most famous rooftop clubs. Today, its legacy lives on through other lively venues.
  • Billionaire Dubai : Founded by Flavio Briatore, this club combines Italian cuisine, cabaret and a jet-set atmosphere. The show is in the room too, not just on stage.

These clubs offer sophisticated, sometimes wild, and always unforgettable evenings – with no slot machines or gambling. Entry is often by invitation only, but a thrilling experience is guaranteed.

4. Other alternatives

There are plenty of possibilities. Here are other ideas, all of which are legal, for rediscover the thrill of the game in Dubai :

  • A game of poker with friends at home : Private poker games amongst friends, where no money is won, are permitted. It’s a fun way to play without breaking the law.
  • Escape Games : These games immerse you in worlds of mystery. You have to solve puzzles to escape. It’s really challenging!
  • Flight or racing car simulators : Places like Dream Aero or EKart Zabeel offer you an adrenaline rush, just like at a casino.
  • Quiz or bingo nights in hotel bars : Some hotels organise fun games with small prizes. The atmosphere is friendly and fun!
  • Online strategy games : You can play poker or strategy games without betting any real money. It’s legal and just as exciting.
  • Immersive experiences (VR) : Virtual reality centres such as VR Park Dubai offer futuristic, adrenaline-fuelled games.
  • Private cruises with on-board entertainment : Some cruises offer casino-style entertainment, with no money involved – just for fun.



Future plans for a legal casino in Dubai: Wynn Al Marjan Island

The Wynn Al Marjan Island will be the very first hotel and casino complex in the United Arab Emirates, scheduled to open in 2027 in Ras Al Khaimah.

Located on the artificial island of Al Marjan, this project is the result of a partnership between Wynn Resorts, Marjan LLC and RAK Hospitality Holding. It represents an investment of 3.9 billion dollars and will cover an area of over 250,000 m²

In October 2024, Wynn Resorts was awarded the first commercial gaming licence issued by the United Arab Emirates, via the General Commercial Gaming Regulatory Authority (GCGRA). This casino will therefore be the first legal gambling establishment of the country.

The resort will include:

  • 1,542 rooms, suites and villas with sea views
  • A 20,900 m² casino, the largest in the Middle East
  • 22 restaurants and gourmet lounges
  • A 15,000 m² shopping centre with luxury shops
  • A 7,500 m² conference centre
  • A five-star spa, a beauty salon and a theatre
  • A private beach and top-class leisure facilities.



Casino in Dubai: Wynn Al Marjan Island

To date, construction is well advanced, with approximately 55 % of the main structure completed. The opening is scheduled for the first quarter of 2027.

The Wynn Al Marjan Island marks a turning point for Tourism in the United Arab Emirates, by introducing a range of entertainment options never before seen in the region. This project aims to attract an international clientele seeking luxury and new experiences.


Online casinos accessible from Dubai

Virtual sports betting is an alternative often used by residents of Dubai. But be careful – this is a bit of a grey area: it’s possible, but not really officially permitted. So you need to be very careful.

The law prohibits gambling within the country. However, some residents access foreign betting websites from their own homes, using a VPN.

Bets are placed on online sites, often based in Europe or Asia. You can bet on football, tennis, Formula 1 and even virtual races.
