For the first time, Dubai and Abu Dhabi have been ranked among the the world’s top five smart cities in the Smart City Index 2025, a ranking compiled annually by the International Institute for Management Development (IMD). This is a major accolade that highlights the two cities’ ongoing efforts to improve their residents’ quality of life through the use of cutting-edge technology.
An impressive rise in the world rankings
Within the space of a year, Dubai and Abu Dhabi have risen spectacularly in the Smart City Index. Dubai has risen from 12th place in 2024 to 4th in 2025, whilst Abu Dhabi has climbed five places, rising from 10th to 5th. They have thus joined the ranks of the world’s most innovative cities, alongside Zurich, Oslo and Geneva.
This remarkable achievement reflects the Emirates’ ambitious strategy to transform their cities into true models of sustainability, technology and inclusivity. Both cities have implemented large-scale projects in the fields of artificial intelligence, the Internet of Things, blockchain and the digitisation of government services. Citizens can now carry out most of their administrative procedures via mobile apps or smart portals, thereby simplifying their daily lives.

Dubai and Abu Dhabi stand out for their ability to anticipate these challenges, notably by developing models of sustainable cities, with a strong focus on renewable energy, reducing the carbon footprint and electric mobility.
