Dubai approves the largest budget in its history

Dubai, known for its ambition and innovative spirit, has just approved the largest budget in its history, thereby marking a significant step towards a sustainable economic growth and a a better quality of life for its residents. Under the direction of Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the United Arab Emirates, the emirate is planning a series of strategic investments that promise to transform a number of key sectors.

Ambitious revenue and expenditure targets

For the period 2025–2027, Dubai forecasts revenue of Dh302 billion against total expenditure of Dh272 billion. This will generate an unprecedented operating surplus of 21 %. This surplus enables Dubai to reinvest in various projects aimed at supporting its future development and maintaining its leading position in innovation and quality of life.

One of the key elements of the budget is the introduction of a a portfolio of public-private partnerships worth Dh40 billion. This demonstrates the emirate’s commitment to strengthening collaboration between the public and private sectors in order to stimulate economic growth and deliver ambitious projects.

Infrastructure investment: a strategic priority

Nearly 46 % of the 2025 budget will be allocated to infrastructure, including roads, bridges, energy and drainage networks, as well as the construction of a new world-class airport. These projects are aimed not only at improving mobility and connectivity within the city, but also at attracting more foreign investment and promoting international trade.

Infrastructure plays a crucial role in Dubai’s socio-economic development. By improving existing infrastructure and creating new facilities, the emirate aims to make daily life easier for its residents whilst supporting its international ambitions.

Focus on social services and quality of life

Dubai allocates 30 % of its budget to key sectors such as health, education, social development and housing. This particular focus on community services reflects Sheikh Mohammed’s vision for an emirate where every resident has access to high-quality educational opportunities, advanced healthcare and affordable housing schemes.

The government also places a strong emphasis on supporting the elderly, pensioners and people with disabilities, demonstrating its commitment to an inclusive and equitable society. Through ongoing investment in these areas, Dubai aims to create healthy and prosperous communities.

Health, education and social development: essential pillars

The education strategy for 2033 aims to position Dubai as a prestigious centre for learning and intellectual development. Schools and universities will receive the necessary funding to improve their infrastructure and educational programmes, thereby ensuring that future generations are well prepared for the future.

As for the healthcare sector, investment will focus on improving medical equipment and providing ongoing training for healthcare professionals. The ultimate aim is to ensure that every resident has access to high-quality care.

Security, justice and innovation: the cornerstones of long-term stability

By allocating 18 % of its total expenditure to security, justice and public safety, Dubai is reaffirming the importance of maintaining a stable and secure environment for its residents and visitors. These funds will enable the modernisation of judicial and security infrastructure whilst promoting innovative initiatives in these sectors.

Furthermore, the emirate allocates 6 % of its overall budget to public services, government excellence, creativity, innovation and scientific research. These investments aim to enhance administrative efficiency and encourage innovation across society, thereby ensuring that Dubai remains at the forefront of technological and scientific advances.

A future focused on sustainability and innovation

With its record budget, Dubai is not merely aiming for immediate economic growth; it is also planning solutions sustainable in the long term. The emphasis on sustainability, renewable energy and technological development demonstrates the emirate’s intention to be a model of a smart and eco-friendly city.

Specific projects will be implemented to ensure the protection of the environment whilst meeting the growing needs of a dynamic and rapidly expanding population.
