Today, the RTA is transforming this map into a a payment method integrated into the urban ecosystem. Thanks to NFC technology and extensive commercial agreements, the Nol can be used in shopping centres, restaurants, petrol stations, schools, car parks, vending machines and even online platforms.
With PayPal, users will soon be able to link their Nol account to international services and make cross-border payments seamlessly. This partnership positions Dubai at the forefront of financial interoperability between local solutions and global platforms.
Practical and real-world applications
The new features of the Nol card are designed to make everyday life easier residents:
- Smart parking : direct payment at car parks managed by Parkin, with no need for a third-party app or a paper ticket.

This card combines several functions in a single card:
- Official student card recognised by universities and schools in Dubai.
- Travel card to travel on buses, the underground and trams at a reduced fare.
- Payment card for everyday shopping.
- Lifestyle discount card through the inclusion of the ISIC (International Student Identity Card), which offers discounts on leisure activities, restaurants and cultural services.
With this programme, Dubai is boosting its appeal as international academic destination, whilst supporting student life through practical technological solutions.
A key step towards the “Smart City”
The modernisation of the Nol card forms part of the strategy to Dubai’s digital transformation, as set out in the plan Dubai Digital Strategy 2030. This vision aims to to make the city fully connected and cashless, where every service — from transport to education — is integrated into a single digital infrastructure.
According to the RTA, more than 5 million Nol cards are currently in circulation. The aim now is to turn this into a universal urban payment tool, just like a real Financial and Mobility ID for each resident.
This integration also strengthens the transaction security and transparency, whilst reducing the use of cash, in line with the United Arab Emirates’ commitments to sustainability and technology.
