The United Arab Emirates confirm their position as world leaders in urban development and technological innovation. For the first time, Dubai and Abu Dhabi have been ranked among the world's top five smart cities in the Smart City Index 2025, an annual ranking drawn up by the International Institute for Management Development (IMD). This major recognition underlines the constant efforts of both cities to improve the quality of life of their residents through the use of the most advanced technologies.

An impressive rise in the world rankings

In the space of just one year, Dubai and Abu Dhabi have registered a spectacular rise in the Smart City Index. Dubai has risen from 12th place in 2024 to 4th in 2025, while Abu Dhabi has moved up five places from 10th to 5th. They join Zurich, Oslo and Geneva among the world's most innovative cities.

This remarkable performance reflects the Emirates' ambitious strategy to make their cities true models of sustainability, technology and inclusiveness. Citizens can now carry out the majority of their administrative procedures via mobile applications or intelligent portals, simplifying their daily lives.
