The UAE, the third most reliable country in the world
The United Arab Emirates is once again one of the most reliable countries in the world, according to Edelman Trust 2023 analyses.
The country was ranked as the third most trustworthy country in the world, measured by the trust index for business, NGOs, government and media, with all four institutions achieving high scores.
Omar Qirem, CEO of Edelman Middle East, said: “Economic optimism continues to decline globally, with 24 of the 28 countries in our survey recording historically low levels, and 53% of respondents worldwide saying their countries are more divided today. than in the past. “Despite this cycle of mistrust fueling polarization around the world, the UAE is once again bucking this trend, emerging as a highly unified country in the Edelman Trust Barometer 2023 report.”
“The UAE’s clear long-term social and economic policies have seen the country become one of the world’s most popular and sought-after destinations, attracting expatriates, businesses and tourists while preserving the country’s unique cultural heritage and identity,” said Kirem.
“As trust continues to maintain high levels in the UAE, businesses and CEOs should take a public stand on societal issues, including climate change, discrimination, the wealth gap and the treatment of employees. Together, business and government can play a vital role in delivering results that push us towards a fairer, safer and more prosperous society,” he added.
With 86% of the vote, the UAE government once again comes out on top as the most reliable institution, closely followed by companies with 78%.
According to the report, which surveyed 32,000 people in 28 different countries, people’s confidence in the UAE is unshaken despite widespread problems such as conflict and climate change that have polarized society.
This high level of trust in the UAE is due to respondents’ perception that the government, private sector and NGOs are ethical and effective.
As a result, the UAE tops the list when it comes to economic optimism: 72% of those surveyed believe that their financial situation will improve within five years, compared with 40% worldwide, down 10% on 2022.
A high level of trust in the UAE’s institutions fosters a sense of cohesion and unity, while other countries are experiencing deep polarization and weakened social structures, largely due to mistrust of government, lack of common identity and inequality.
The study was carried out between November 1 and November 28, 2022, and was prepared by the Edelman Trust Institute.

Dubai’s real estate boom continued last month, with transactions totaling AED 26.5 billion.
Dubai’s real estate experts report that there were 8,077 property transactions in April 2023, representing a 17% increase in volume over the 6,898 transactions in April 2022.
Dubai real estate in April 2023: statistics
Compared with the same month last year, the value of the transaction increased by 46%. Transaction amounts and values are at their highest for the month of April in ten years.
Property Finder data from April 2023 shows that 58.2% of those looking to buy a house were looking for an apartment, while 41.8% were interested in villas or townhouses.
The number of investors or first-time buyers looking for apartments rose over the month, from 55.8% in April 2022 to 58.2%. Two-bedroom apartments are the most sought-after type of apartment by investors, accounting for 35.2% of searches, followed by one-bedroom apartments with 31%.
3,894 off-plan property sales were recorded in April 2023, compared with 2,709 in April 2022, representing a year-on-year increase of 43.7%.
Off-plan transactions, which accounted for 30.3% of the value and 48.2% of the overall volume of sales transactions in Dubai in April, contributed significantly to the market’s upward trajectory.
Meanwhile, the value of existing property sales has risen considerably, by over 44% year-on-year, to around AED 18.5 billion from AED 12.8 billion in April 2022.
The rental market in April 2023
In the rental market, 78.3% of renters were looking for apartments, while 21.7% were looking for villas or houses. 34.2% of renters were looking for unfurnished apartments, while around 64.1% of those looking for apartments for a longer period preferred furnished apartments.
Some 56.8% of renters who can afford a villa or townhouse prefer unfurnished units, while 42.1% look for furnished villas or townhouses.
In April 2023, around 33.4% of renters were looking for one-bedroom apartments, followed by 30.7% who preferred two-bedroom apartments and 23.8% who preferred studios.
For villas and townhouses, 41.6% of renters gave priority to three-bedroom apartments, while 36% were looking for units with four or more bedrooms.

Al Sa’fat
Al Sa’fat is a program designed to contribute to sustainable development in Dubai and the United Arab Emirates. The latter mainly encourages the construction of eco-responsible, environmentally-friendly buildings.

Estidama

Derived from the word “sustainability”, Estidama requires all buildings to achieve a minimum rating of Pearl 1 and Pearl 2 for government-funded properties. Who is responsible for apartment maintenance in Dubai: Owners or Tenants?
In recent years, the Dubai real estate market has been booming, attracting more and more investors.
Many properties have already been bought, sold and leased in the first quarter of 2023, despite global economic inflation. When it comes to renting, one of the main questions is who is responsible for maintaining the apartment.
Is it the owners or the tenants? Read this article to find out.
What are owners' responsibilities?
The first quarter of 2023 in Dubai was characterized by a significant increase in sales costs.
Figures from the Dubai Land Department (DLD) reveal that transactions during the quarter totalled over 88.7 billion Dirhams (AED). This represents an increase of 60.5% over the same period last year.
Although the increase is not as spectacular as in the fourth quarter of 2022, it is still significant at 9.4%. This growth was mainly driven by the new housing market, which recorded an 85.3% increase in new home sales.
The number of housing units rose by 42%. These figures demonstrate the importance of the new-build market in the overall growth of Dubai’s real estate market.
What are the tenant's responsibilities?
Under Dubai law, the landlord is responsible for maintenance and repairs to the rented apartment.
Indeed, article 16 or the 2007 Dubai Tenancy Law states that: “unless otherwise agreed between the parties, the landlord shall, during the term of the tenancy agreement, be responsible for the maintenance of the property and the repair of any breakdown or defect which affects the intended and full use of the property by the tenant”.
In addition, the landlord may be held responsible for resolving any breakdowns, damage or defects affecting the apartment that are beyond the tenant’s control.
This refers to article 17 of the Dubai Tenancy Law, which states that: the owner may not make any alteration to the property or its fixtures or fittings which prevents the intended use thereof.
The owner is responsible for all such modifications, whether carried out by himself or by any other person authorized by him. Also, the lessor is liable for any breakdown, alteration, defect or damage to the property for any cause not attributable to the lessee’s fault.
So, if you’re a rental property owner in Dubai, it’s your responsibility to carry out all maintenance and repair work on your property.
However, it should be noted that if it is agreed in the rental contract that certain repairs and maintenance work will be undertaken by the tenant, then you are under no obligation to insure these.
What about maintenance problems caused by tenant negligence?
It’s true that the landlord is responsible for all maintenance and repairs to the apartment. However, it would be unfair and illegal for the latter to have to pay for repairs to damage caused by the tenant’s fault.
The renter is responsible for any damage, whether intentional or not, to the property or equipment, with the exception of normal wear and tear. Thus, the tenant is obliged to replace any item that has been broken or damaged.
He is also responsible for painting and cleaning the property at the end of the lease.
For example, it is not the landlord’s responsibility to repair a broken window caused by the tenant.
Similarly, any damage caused to cupboards as a result of a leak that has not been reported will be charged to the tenant.
What are the conflicts concerning maintenance problems?
Despite the rights and responsibilities that have been clearly defined in the articles, it is not uncommon for disputes to arise between Dubai landlords and tenants.
For example, an owner or tenant may refuse to assume responsibility for property maintenance costs.
In reality, these conflicts often arise when clauses relating to maintenance responsibility have not been mentioned in the lease contract. In these conditions, the best solution is to turn to the leasing committee for dispute resolution.
After examining the situation, the committee will make the appropriate judgement to be followed by the landlord and tenant.
What can be done to avoid property maintenance disputes in Dubai?
To reduce property maintenance conflicts, it’s important to spell out the details of the rental agreement.
It must include all clauses relating to the maintenance of the rented apartment. Both the tenant and the owner must undertake to be aware of their respective responsibilities.
